President Donald Trump signed the Secure America Act into law on Wednesday, securing a nearly $70 billion budget reconciliation package designed to fund federal immigration enforcement through the remainder of his term.
In a party-line 214-212 vote on Tuesday, House Republicans pushed the bill over the finish line despite unified opposition from Democrats, who had previously attempted to block the funding. Upon signing the legislation in the Oval Office, President Trump strongly condemned congressional Democrats for their monthslong efforts to stall and obstruct the package.
According to the White House, the act frontloads routine agency resources through September 2029 to insulate enforcement from future partisan gridlock, allocating $38 billion to Immigration and Customs Enforcement (ICE), $26 billion to Customs and Border Protection (CBP), and an additional $5 billion to the Department of Homeland Security (DHS) to cover unforeseen costs.
“It’s long overdue,” said House Speaker Mike Johnson (R-La.) of the bill. “We have to fund border security and immigration enforcement, and it’s sad that Republicans have to do it on our own.”
For months, Democrats in Congress have used federal funding as a bargaining chip to demand immigration enforcement reforms, regulations and oversight, including, but not limited to, unmasking ICE officers, who often wear face coverings to protect themselves. House Minority Leader Hakeem Jeffries (D-N.Y.) has claimed that federal immigration officers are “violent” and have “no accountability.”
“Republicans have now come back for more, to give ICE and Donald Trump’s violent mass deportation machine another $70 billion blank check, with no oversight, no accountability and no guardrails,” Jeffries said.
Nonetheless, House Majority Leader Steve Scalise (R-La.) countered that Democrats have failed to properly support law enforcement.
“Make no mistake, if you’re voting yes, you’re not only voting to secure America’s border, you’re voting to fund law enforcement,” Scalise said. “And if you vote no, you are voting to defund the police.”
